The Saw is a basic tool required for the construction of bases.
It can be purchased from the Equipment trader at safe zones, or found around the map, most commonly in construction sites.
To use, the Saw needs to be placed in either your characters inventory or hot bar, along with a hammer. This will unlock the related areas of the base building menu.
