The MSR Sight is a rare high tier red dot, that can be found in Event Rewards. It can rarely be found on the weapons of AI, especially more difficult AI like Heli Guards. Compared to the other two red dots in the game, the OET and D-Point, the MSR has a far superior sight picture. For most players, this is the go too red dot, if they can find one of course.
